Unlike most of the trades on this site, pest control is not a City of Phoenix building-permit matter at all. It is regulated entirely at the state level, which is worth understanding so you know where to actually check credentials.
There is no City of Phoenix permit for pest control
Pest control (spraying, baiting, and other pesticide application services) does not appear anywhere in City of Phoenix Planning & Development Department's Work Exempt from Permit code guide or its general building-permit code sections, which is expected: that document lists specific construction-trade activities that are or are not permit-exempt, and pesticide application is not a construction activity it addresses at all. We did not find a dedicated phoenix.gov page that states 'no permit for pest control' in so many words, so treat this as the reasonable read of the city's own published code (pest control simply isn't in the building-permit system) rather than a single explicit denial. Pest control treatments, whether a one-time visit or an ongoing plan, do not go through the City of Phoenix Planning & Development Department the way construction trades on this site do; the state licensing described below is the actual regulatory check for this trade.
Who actually regulates pest control
