Do you need a permit for house cleaning in Tucson?

House cleaning is a service, not construction, so a routine or deep clean of your home does not require a building permit in Tucson or Pima County. What does apply is business-side paperwork, and which office handles it depends on whether the business is based inside Tucson city limits or in unincorporated Pima County.

No permit for the cleaning itself

A standard, deep, or move-out house cleaning does not trigger a building, mechanical, or trade permit anywhere in the Tucson area, since no construction, plumbing, or electrical work is being performed. If a project crosses into something like plumbing repair, wall patching, or electrical work, that piece would need a permit and a licensed ROC contractor, but the cleaning portion itself never does.

Who is the local authority (AHJ)

Inside Tucson city limits, the City of Tucson Planning and Development Services Department (PDSD) is the authority for building-related permits. For a cleaning business itself, the relevant City office is the Business Services Department, which issues the general business license and transaction privilege tax (TPT) license. Outside city limits, in unincorporated Pima County, Pima County Development Services is the local authority; confirm with that office whether a general business license applies, since a home-based cleaning business there may instead deal with zoning and, if run out of a residence, a Home Occupation Permit.

What happens if you skip the paperwork

Operating without the applicable business or TPT registration is a compliance and tax issue for the business owner, not something that affects a homeowner booking a clean.
