Whether your electrical job needs a City of Tucson permit or a Pima County permit depends on your exact address, and getting it wrong can hold up a job or an inspection. Here is who handles what, and what typically needs a permit for electrical work.

When electrical work typically needs a permit

Pima County's own guidance lists electrical service installations, panel upgrades, solar PV, EV chargers, and most wiring alterations as work that needs its own permit and a licensed electrical contractor in the correct classification. City of Tucson's permit exemptions page lists which minor jobs, generally small like-for-like repairs, do not require one. Treat anything beyond a simple fixture swap as likely to need a permit, and confirm with the office covering your address before work starts.

Who is the local authority (AHJ)

Inside Tucson city limits, the City of Tucson Planning and Development Services Department (PDSD) is the authority having jurisdiction, and permits are filed through the TDC Online portal. For an address in unincorporated Pima County, Pima County Development Services is the authority instead, with permits filed through the county's Permit Gateway. Oro Valley, Marana, and Sahuarita each run their own building departments too, so confirm which one covers your address before assuming City of Tucson rules apply.

What happens if you skip the permit

Unpermitted electrical work can complicate a home sale, since a buyer's inspector or lender may flag it, and it may not be covered by homeowners insurance if it causes damage. Skipping the permit also means skipping the inspection that confirms the work meets current safety code.
